New Tiger Data

This is the 1992 TIGER data. The person there said that he heard of some
problems with the 1994 data (not sure exactly what though).

Anyway, the files are in /hc22/hong on lennon (not ~hong)

Here are the files (they should be accessible):

document.zip - some more documentation on how things work
fulton.zip - 1992 TIGER data
landview.zip - a free program to view TIGER data
tools.zip - I forgot exactly what this was :)

Anyway, he also suggested that we contact the US census bureau and see if
we can get any code. I'll go and try that.
