I thought you might be interested in taking a peak at: http://www.argusmap.com/
It seems that they have a way of building vector based maps with attached
URLs. I tried to look at it, but their demo is frame based and my browser
doesn't support frames. However, it sounds like it may be the perfect map
builder for cyberguide.
